Resubmitting the demands to Prime Minister and party president, Sushil Koirala in the meeting of the party's parliamentary party today, a team of 58 lawmakers warned that they would file amendment proposals on the Bill of the new constitution against party directives to do so if the leadership fails to address their demands.
Earlier, the CA members from Madhesh and Tharu communities had submitted 5-point memorandum including demands on state delineation, electoral constituency determination, ending inequality on citizenship provision and ensuring proportional representation in all sectors.
Arguing that the top parties cannot move ahead with the constitution drafting process by neglecting the demands of the Madhesi and Tharu communities, lawmakers including minister Bimalendra Nidhi warned that they would file individual amendment proposals on the Bill of the new constitution if the leadership fails to address their demands.
The lawmakers also expressed confidence that implementing the 5-point demands would address the dissatisfaction that have surfaced in the Terai-Madhesh currently.
Although the CA does not permit the parties to issue whips, NC had given directives to its lawmakers to not file amendment proposals on the Bill of the new constitution.
The 5-point demand include demarcating two provinces in Terai, determining electoral constituencies based on population, equal treatment to citizenship based on descent and naturalized citizenship, proportional representation in all state bodies and forming constitutional commissions to safeguard minority groups and communities.
